Layer count, minimum feature, board size and finishes should be stated as numbers and confirmed on a test coupon or first article.
Certificates are a start; lot traceability, inspection records and change notification are what a customer audit will ask for.

Ask for the minimum trace at a specific copper weight, the maximum aspect ratio, the finishes they run in-house and how they handle a deviation. A supplier that answers with numbers and a process is easier to work with than one that answers with adjectives.
